Mustapha Berraf calls on the 206 NOCs to work together to build a shared vision for the future.

With less than three months to go until the election on 7 December in Hong Kong, Mustapha Berraf is launching a new phase of ANOC VISION 2036 – One Olympic Family. One Shared Future: inviting the 206 NOCs to contribute to a vision developed over several months and made public on 7 July 2026.

It is a public, harmonious vision, founded on modern principles and objectives of general interest, serving the 206 NOCs and their sporting communities.

It offers recommendations and advice that are useful to all and for all, centred on a novel, practical vision for 2036 in the service of sport and Olympism.

A reminder of the timeline.

When Mustapha Berraf publicly presented ANOC VISION 2036 on 7 July 2026, it was neither a declaration of intent nor a set of general principles to be fleshed out at a later date.

It was already an existing, written, well structured and public project.

He set out ten strategic commitments. His manifesto was addressed to the entire International Olympic Family. The vision, commitments and method were presented on a dedicated platform.

The guidelines proposed by Mustapha Berraf were already clearly outlined.

He proposed to “build a stronger ANOC”, “a more united ANOC”, founded on “independence”, “more attentive to the needs of its members” and “entirely dedicated to serving them.”

Preserving the autonomy of NOCs, safeguarding and enabling them to work freely and develop.

He equally made his first commitment clear: “strengthening the 206 NOCs” and to providing each of them with the necessary resources to fully accomplish their missions.

In his manifesto, he asserted that:

“Trust is not inherited. It is earned through listening, dialogue and action.”

He also highlighted his understanding of leadership, based on a clear approach:

“Listening before deciding, rallying before acting, and serving before leading.”

Ten commitments outlined from the onset.

ANOC VISION 2036 is structured around ten strategic commitments:

1. Strengthening the 206 NOCs, by placing their needs and capacity for action at the heart of ANOC;

2. Placing athletes at the centre, by giving them a stronger voice and greater support;

3. Uniting continents through cooperation, shared experiences and joint initiatives;

4. Enhancing governance, independence, transparency and trust;

5. Making innovation, digital technology and artificial intelligence levers for progress accessible to all NOCs;

6. Building NOC capacities through training and expertise transfer;

7. Promoting women and youth leadership and their access to positions of responsibility;

8. Positioning the Olympic Movement a driving force for peace and sustainability, attuned to vulnerabilities and tomorrow’s challenges;

9. Forging new international partnerships, by mobilising resources, expertise and opportunities for the benefit of NOCs;

10. Preparing ANOC for 2036, as a stronger, more connected and more united organisation fully dedicated to serving its 206 members.

The vision was there.

The manifesto was set out.

The commitments were made public.

And they were, even before other candidates effectively entered the race.

More than two months later, these same topics, principles and priorities now feature at the heart of proposals presented by other colleagues.

However, Mustapha Berraf does not wish to engage in this debate or in any form of controversy. While many of the principles he has been publicly advocating for several months are now being adopted or widely shared, he sees this first and foremost as confirmation that they address the real challenges ANOC will face over the next decade.

A vision born of his experience and that of all his colleagues.

ANOC VISION 2036 draws inspiration from the journey of a man who has devoted most of his life to the Olympic Movement, learning from his elders within the Movement. Today, he intends to place this experience to the service of a broader, more collective responsibility that is better attuned to current realities.

His candidacy is a a natural extension of his long-standing commitment at national, continental and international levels.

After decades dedicated to uniting people, forging partnerships, bringing continents closer together and defending the interests of  NOCs, Mustapha Berraf now seeks to place this experience at the service of  206 NOCs and  the five continents.

This has also led him to one conviction: no single leader, no single NOC and no single continent holds all the answers.

This is specifically why the next phase of ANOC VISION 2036 will be about listening and contribution.

“I am not requesting the 206 NOCs to subscribe to one man’s vision. I am encouraging them to contribute to a vision that is truly theirs. We have proposed a clear way forward. It needs to be enriched with the experience, priorities and ideas of our entire Olympic Family.”

God is a witness to the sincerity of our plans.

206 NOCs. 206 experiences. One shared vision.

The 206 NOCs operate in different environments, have different resources at their disposal and face different challenges.

But each also has skills, initiatives, expertise and ideas that could boost collective action.

Mustapha Berraf’s sole ambition is now to facilitate the flow of this collective intelligence among NOCs and across continents, so that the knowledge, best practices and solutions developed in one part of the world can benefit the entire Olympic Family.

 “I want us to listen to the 206 NOCs, because each of them has the experience and know-how that can enrich our collective efforts. ANOC must be the platform where these experiences come together, where knowledge is shared, and where the successes of some can contribute to the progress of all.”

As we launch into the final stretch before Hong Kong, Mustapha Berraf’s vision remains the same as previously outlined from the onset:  strengthening the 206 NOCs, listening before deciding, uniting the continents, and ensuring that ANOC is at the service of its members.

Today, a new chapter begins: Mustapha Berraf calls on the 206 NOCs to join him in shaping the future together.
