The 2025-2028 Quadrennial Plan

has several strategic thrust areas aimed at strengthening the African sports ecosystem:

  • Scholarship programmes for athletes ahead Milano Cortina 2026, the Olympic Games Los Angeles 2028 and the 2030 Winter Games.
  • Initiatives for budding athlete development and diversification of sports disciplines
  • Commitment and support programmes for the National and Continental Athletes’ Commissions
  • Olympic values promotion actions across the continent
  • “Olympism 365” initiatives integrating Olympism into everyday life
  • Stronger administrative support for the NOCs

ANOCA President’s statement

In a captivating message, ANOCA President and IOC member, Mustapha Berraf, underscored the historic importance of this Forum: “This Regional Forum is not just a planning meeting but a real pact for the future of the Olympic Movement. Now is not the time for mere promises, but for concrete action. Every penny allocated must be transformed into tangible opportunities for our young people.

We have a huge responsibility. We must ensure that Olympic Solidarity resources are utilised transparently, efficiently and with maximum impact. Africa has an exceptional reservoir of talent just waiting to be revealed. This new Olympic cycle must mark the emergence of a generation of African athletes who will shine on the world stage.

I call on all African NOCs to engage fully in this, share their best practices and create lasting synergies. Together, we will build not only champions, but also exemplary citizens who will bring the Olympic values to the heart of our societies.”

Transformative continental programmes

Particular attention will be paid to ANOCA continental programmes supported by Olympic Solidarity. These initiatives aim to provide solutions tailored to the continent’s specific challenges, while promoting its cultural and sporting heritage.

The Forum will also address crucial issues such as sports governance, gender equity, sustainable development and the inclusion of underprivileged communities in sports programmes.

Towards a new era for African sport

This Forum marks the beginning of a strengthened collaboration that will optimise the use of available resources and maximise the impact of Olympic programmes across Africa. The focus will be on creating a lasting legacy that transcends sports performance to contribute to the social and economic development of African nations.
